Samsung, Dell and NEC both make panels which are top of the line (S-IPS, corrent me if i'm wrong?)
Samsung also has some cheap panels which are actually manufactured by Chei Mei, so be aware of that also. If you get a samsung panel though, they are generally regarded very highly.
I have a cheap 8-bit westinghouse which serves my purposes very well. no ghosting, no light bleeding.... colors aren't the most accurate but i don't really care. (but then again its a 22" that i got for $170 so i'm willing to let a lot slide

)
But anyway, if you want accurate colors, wide viewing angles, minimal ghosting and minimal light bleed, go with NEC, Samsung or Dell
